Bid qualification: deciding what not to bid

The most expensive decision in bidding is made in the first hours, usually informally, and usually by whoever is most enthusiastic. Qualification and the decision that follows it are two different activities, and collapsing them is the common structural fault. An assessment produces facts: conditions met, unmet, or unknown, with an owner against each unknown. A decision is a judgement made on those facts by people with authority to commit resource. When the analyst who assembled the evidence also declares the verdict, there is no longer any separation between establishing what is true and deciding what it is worth.

Eligibility is often decided before a response is written: US federal awards, for example, require an active registration in SAM.gov, which lapses on a renewal cycle rather than on notice.
